Data migration from versions of Outlook earlier than Outlook 2003 and other email applications is not supported in Outlook 2016.

When you upgrade from Outlook 2003, Outlook 2007, Outlook 2010, or Outlook 2013 to Outlook 2016, Outlook migrates data for you. If you are deploying Microsoft 365 Apps for enterprise and must change settings from the default configuration, you can use Group Policy or the registry.
